Titus County Commissioner’s Court voted unanimously July 27 to adopt a resolution declaring the county eligible to participate in tax abatement agreements, a procedural step county economic development staff said is required before offering abatements to qualifying projects.
Kevin Carter of the county Economic Development Corporation told the court this resolution is "the first step" in a multi-step process and that the EDC will cover the associated legal fees. Carter said the vote is not specific to a single company, but that it is being taken because "we've got [a company] that's coming up." The meeting transcript refers to that prospect as “Lumens” and, elsewhere, “Illumin's” Corporation; the court record does not supply a consistent, definitive company spelling.
Judge and commissioners framed the resolution as a forward-looking, county-level decision that creates the ability to negotiate 312 agreements (tax abatements) when and if qualified applicants apply. The resolution passed on a motion made and announced by the court and carried unanimously.
