Zoning board recommends approval of RDC IL North solar project with drainage, decommissioning and emergency-response conditions

After testimony and public comment, the Iroquois County Zoning Board of Appeals closed evidence and voted to recommend approval of RDC IL North LLC’s conditional-use permit for a 2.85 MW solar facility, attaching conditions on drain-tile mitigation, decommissioning financial assurance, emergency-response coordination and road-use agreements.
Following applicant testimony, consultant presentations and public comment, the Iroquois County Zoning Board of Appeals closed the evidentiary record, reviewed draft findings of fact and discussed recommended conditions for the RDC IL North LLC conditional-use application.
Board members and staff emphasized the requirement that the applicant investigate and mitigate drain-tile impacts, coordinate with local drainage districts, provide a weed-management and landscape plan reviewed by the Soil and Water Conservation District, and enter a decommissioning agreement with financial assurances before a building permit is issued. The recommendation to the county board also included provisions requiring the developer to supply emergency-response site plans to local fire districts, to reimburse documented emergency-response costs, and to secure a road-use agreement with the appropriate township or county authority before issuance of permits.
On a roll-call vote the board recommended approval with conditions; the recommendation and the supplemental testimony from tonight’s hearing will be forwarded to the county board for final action.
