Engineers outline grant and loan options for Plevna sewer project including CWSRF and intercap loan

During the presentation Brosz Engineering identified several potential funding pathways for the sanitary sewer rehabilitation. Rylan Limesand explained the Montana Coal Endowment Program (MCEP) would require a cost share, the Clean Water State Revolving Fund (CWSRF) provides 2% loans and can offer loan forgiveness if a town ranks highly, and he estimated an intercap loan at roughly 4%. Rylan also recommended the town could phase the project to spread costs or ask the county for contributions toward the local match.
Council members did not take a separate vote on funding sources at the meeting; instead the council authorized the firm to pursue the MCEP application and will address financing details as the application and ranking progress. The PER includes funding assumptions and a contingency; the council left public comment open until the next meeting for residents to respond to the project and financing approach.
