Engineers recommend trenchless CIPP rehabilitation for Plevna sewer; estimate just under $3 million

Rylan Limesand summarized three alternatives in the Preliminary Engineering Report: do nothing, rehabilitate with CIPP, or replace the system with new PVC.
Rylan said the CIPP method inserts a resin-saturated liner into the existing vitrified clay pipe and cures it to form a new pipe inside the old one, noting the approach is largely trenchless but will require excavation at a few locations where the railroad and highway must be crossed. He gave the full-replacement estimate as about $3.4 million and said the two approaches would produce similar lifespans and comparable operations-and-maintenance needs. Brosz recommended CIPP as slightly cheaper and easier to install.
