Town staff and Commissioner Leon Ward reported on an onsite review of outdoor dining in downtown Manchester and flagged operational and safety concerns. Staff recommended that applicants submit an ADA-compliant plan for outdoor seating in the public right-of-way and suggested the ordinance could require certification by a qualified professional, such as an engineer, to confirm compliance.
Commissioner Carolyn Alderman asked whether the ordinance should explicitly require that a qualified professional certify the safety of proposed outdoor seating; staff agreed to revise the outdoor seating portion of the sidewalk ordinance and send it back to the commission for feedback and approval. No formal ordinance language or vote was taken at the July 20 meeting.
