The technical review of the Terra Verde/Oak Hill preliminary plat dominated the planning commission’s discussion after public comment, with the city’s independent reviewer saying some engineering questions remain unresolved.
Joe Moore of 0.5 told commissioners his firm has been "working with Terra Verde to work through a lot of those comments" and emphasized that the city's ordinance requires that the flow at each identified point of discharge "cannot be increased" by the development. Moore said the applicant has proposed seven detention basins and that staff is verifying both volume and outlet sizing so that post‑development releases at each discharge point are equal to or lower than predevelopment flows.
Moore said the outstanding items are technical and can likely be resolved through additional submittals: point‑of‑discharge pre/post comparisons, confirmation of detention volumes and pipe/outlet sizing, and a review of stopping‑sight versus intersection sight distance for the north driveway on Highway 5 given ARDOT's ongoing design. He told the commission he could not stand before them and say that the data yet proved ordinance compliance but that "we are... continuing to work through those with the applicant."
The applicant's engineer and applicant told commissioners they had revised pond sizes since the prior submission and that they are coordinating with 0.5 and ARDOT; staff confirmed the remaining items could be addressed at the staff level as conditions to preliminary plat approval.
