Chairman Carringer presented House Bill 2283 and said the measure clarifies that DCS and courts should not require a relative caregiver to provide the child with a separate bedroom unless safety or medical reasons make shared placement unsafe. Carringer said the amendment clarifies that the prohibition applies to both the department and court orders and that the goal is to make kinship placements easier.
The committee adopted the amendment and voted to move the bill to full judiciary; the clerk reported 5 ayes and 0 noes. Carringer said the change was coordinated with DCS and intended simply to remove a placement barrier, not to lower safety standards.
