Harvest Foods expresses interest in buying old Royal City library; council told Friends will cancel lease

During the public comment portion of the July 1 meeting, Josh Fanning, speaking for Harvest Foods, told the council the company would like to purchase the old library property, possibly tear down the existing building to make a parking lot and expand its adjacent store. Fanning said Harvest Foods could coordinate deliveries to reduce congestion on Camilia Street and Royal Avenue. Councilmember Susan Piercy also invited the council to a library VIP open house on July 11, 2025, and asked the council to set rules for the library’s Community Meeting Room.
City Attorney Katherine Kenison reported that Royal City Friends of the Library will send a notice cancelling the lease and that the building can be accepted as complete by the City at the July 15, 2025 council meeting. Kenison also advised the council to consider all municipal options for the building before surplussing the property and suggested issuing an RFQ for engineering services as part of routine procurement reviews.
