Cowley County, Winfield and Arkansas City form countywide economic development partnership

The Cowley County Commission on March 3 approved an Interlocal Cooperation Agreement among Cowley County, the City of Winfield and the City of Arkansas City to provide countywide economic development services under a new name: the Cowley County Economic Development Partnership.
Jessica Falk, Economic Development Coordinator, outlined key changes: the agreement renames Cowley First to the Cowley County Economic Development Partnership, restructures the executive committee to include the County Administrator and the two city managers, and creates a Rural Advocacy Committee and a Business Advisory Committee to broaden participation.
Vice Chairman Alan Groom moved to approve the interlocal agreement and Chairman Jim Maxwell seconded; commissioners voted 3-0. The agreement assigns responsibility to county and city staff and sets governance changes intended to coordinate countywide economic-development activities.
