Cowley County adopts rule allowing businesses to apply for special-event fireworks discharges

Cowley County commissioners on March 3 approved Resolution No. 2026-04 updating rules for the sale and discharge of fireworks in unincorporated areas. The change permits businesses to apply through the County Clerk’s Office to discharge consumer-grade fireworks for special events.
Lucas Goff, County Administrator, presented the proposed change and explained the Clerk’s Office would handle applications for business discharges. Commissioner Wayne Wilt moved to approve the resolution and Chairman Jim Maxwell seconded; the motion passed 3-0.
The resolution alters county permitting to explicitly allow business-sponsored discharges for special events; the county clerk will manage applications and any associated conditions specified in the resolution.
