Consultant outlines proposed statewide solar siting rules and parish ordinance option

Jeff Arnold, Executive Director of Energy Right, presented a summary of proposed Louisiana Administrative Code regulations (LAC 43:1.5101–5121) that, if adopted, would establish statewide requirements for ground-mounted solar facilities with footprints of 10 acres or more.
"If fully adopted, these regulations will enact statewide sweeping requirements for ground-mounted solar power facilities in Louisiana with a footprint of 10 acres or more, aiming to ensure responsible operation and effective decommissioning," Arnold said. He offered a parish solar-ordinance guidebook and a sample ordinance and explained that parishes may opt out of the state siting framework by passing a local resolution and adopting their own siting rules.
Jurors discussed the option to adopt a local ordinance to set parish-specific rules. Arnold said he would provide sample ordinance language for the Jury to review. No local ordinance vote occurred at the Sept. 15 meeting.
