Sequim to follow 2024 Ecology stormwater manual; stormwater projects programmed in CFP

Carla described stormwater assets and how runoff is conveyed through ditches, culverts, dry wells and basins, some of which are privately owned. She said the 2016 stormwater plan and a needs assessment informed project identification and that updating the surface and stormwater management plan is on the near-term work list.
When asked which Ecology manual the city follows, City Engineer Nick Dosti replied that the city adheres to the most recent adopted version: "City code details that the city falls under the compliance requirements of the most recent adopted version of the Ecology Manual," and staff confirmed the city is operating under the 2024 manual. The CFP includes seven 20-year stormwater projects and two projects on the 6-year CIP; staff noted the city currently funds stormwater through portions of water and sewer utility reserves but will evaluate whether a standalone stormwater utility is warranted in the future.
