Judge outlines state statute and calls for formation of local Children and Youth Planning Board

Eighth Judicial District Judge Anastasia Wiley briefed the Winn Parish Police Jury on statutory requirements for a local Children and Youth Planning Board (CYPB), citing RS 46:1941.1 et seq., RS 46:1941.5 and RS 46:1941.8 and describing membership and duties required by law.
Judge Wiley told the Jury the statute directs each judicial district to establish a CYPB by resolution of each parish governing authority and that the statute does not mandate parish funding for board expenses. She described required board duties: "Identify all resources available to meet the needs of children and youth," "assess the needs of children and youth in the local community," and "develop and select the appropriate evidence based strategies or programs to meet those needs." She emphasized that membership should reflect education, criminal-justice, health-care, social-service, faith-based, business and parent/youth representation.
Judge Wiley said she has notified the Governor’s representative and that the Judge’s office hosted related trainings last year; she also said she is sponsoring a Trust-Based Relational Intervention (TBRI) training for community leaders on Oct. 1, 2025, and invited jurors to suggest community representatives for appointments.
The presentation was informational and intended to prompt the Jury to consider formal appointments and a resolution to create the local board consistent with state statutes.
