Council endorses sending Baker Tilly proposal to commissioners and sets LIT hearing timeline

The council voted to send a Baker Tilly engagement proposal to the commissioners and to advertise a $40,000 appropriation at the May meeting to fund selected analyses including capital-plan updates, parcel review and LIT analysis.
The budget committee recommended scope items A–D and additional items with a not-to-exceed cost for A–D of $33,300 and a recommended appropriation of $40,000 to cover items including parcel work and potential LIT issues. Billing-rate ranges for staff classifications were presented. Councilman Fruth moved the motion, Councilwoman Chittum seconded it, and the council approved the action 7–0. Staff also noted that publication for a public hearing on Local Income Tax (LIT) changes must occur before Aug. 1; SB 1 allows city and county increases to 2.8% without mediation, and estimates showed a $600,000–$700,000 potential impact to the general fund levy if changes are pursued.
