Commissioners award Wabash Road resurfacing and culvert contracts; BF&S retained for Pacer ratings

Janice Hughes and Dave Buck told commissioners that Miami County received its full CCMG award and recommended contracting E & B Paving for resurfacing of Wabash Road at $1,099,741. "E & B Paving selected for Wabash Road resurfacing at $1,099,741; Form 96 and contract signatures required," staff said. Commissioners approved the selection by motion 3–0.
Staff also recommended awarding a culvert replacement near the Peru city limits to the same low bidder to simplify coordination; the culvert bid was $711,764 and is funded 100% with local (LPA) money. Work sequencing discussed places the culvert installation first with a closure after notice to proceed, followed by resurfacing and detour resurface work later.
The board also approved a contract with BF&S to perform annual Pacer ratings and optional MBH analysis for road inventory and funding eligibility; the MBH analysis was retained as optional. County staff emphasized hands‑on training for physical road evaluations and the need to ensure QC/QA per new LTAP guidelines. The motions to approve contracts and the Pacer agreement passed unanimously.
