The city is programming roughly $3.4 million for road capital improvements this year and projects total road expenditures (excluding impact fees) of about $6.5 million.
Assistant City Administrator Camden Bird explained that B&C (Class B&C) funds are typically used for capital, and that the new fund would allow greater flexibility for operational needs. Council discussion focused on transparency and whether the shift changes net resources for road projects; staff said it primarily reclassifies existing revenue and does not reduce the total road program.
