Rutherford County committee OKs bundled 2027 benefit plan changes and rates

The Rutherford County Benefits & Insurance Committee voted July 30 to approve a bundled package of 2027 medical plan design changes and rates and to forward the package to purchasing and budget review.

The motion, presented as a single package because individual plan-design changes affect the overall rates, was introduced during the meeting by a committee member and seconded; after discussion and a roll-call vote the committee approved the proposal to advance it. Marissa Combs Smith of Gallagher, the county’s benefits consultant, walked the committee through the principal changes and said the items were bundled because removing or altering a single element would change the overall rates. “Because if you take out one of the plan design changes, it changes the rates,” she said.

The committee debated several items individually during the meeting — including a proposed removal of coverage for GLP‑1 weight‑loss drugs for nonmedical weight‑loss purposes, a modest upcharge for a richer open-access provider network, and an increase to emergency-room copays from $300 to $500 (waived if admitted) intended to discourage nonemergent ER use. The committee also discussed several point-solution vendor bids and how to handle them in purchasing reviews. The committee asked staff to bring further detail to the August purchasing meeting and to the budget committee as those bodies finalize procurement and budget decisions.

Next steps: the committee’s recommendation will go to the purchasing and budget committees for additional due diligence and final decisions. The committee set the target for additional information before the next purchasing meeting scheduled for August 11.
