PARC advisory board recommends roughly two-thirds parks funding, outlines project-by-project grants

Hugh Johnson, speaking for the PARC Tax Advisory Board, presented the Board’s annual funding recommendations and said the group had been moving toward the Council’s 70% parks / 30% arts target for several years. "The Board had received directions from the Council in the prior year to continue moving toward a funding allocation target of 70% for Parks and Recreation and 30% for Arts and Culture," he said, adding that requests still exceeded available funds by roughly two-to-one.
The Board recommended project-specific allocations for both city-owned parks and nonprofit arts groups. For city projects it proposed funding the Mary & Art Dye Park bond repayment (about $350,000 per year, ~two years remaining); full funding for Monarch Park ($80,000); Phase One for Beehive Park ($179,000) including fencing and restroom improvements; and Phase One for Lakeview Park ($185,000) mainly for restrooms and a playground. The Board also recommended $24,000 for boat-harbor boating infrastructure and phased improvements at Lions Park.
On library and arts programming, Johnson said the Board recommended partial funding to finish the library teen area and full support for the Book Fairy program; the Board recommended $6,000 (of $10,000 requested) for the Author Event Series. For the Harrington Center events the Board recommended supporting the market and stage components of the Christmas Village while excluding direct funding for the Nativity presentation following legal counsel guidance. Multiple arts groups received mixed support: Sculpture Exhibition ($3,000 recommended), Timpanogos Arts Foundation partial administrative and program funding (including $2,000 for visual arts), and Wasatch Music Alliance and Timpanogos Chorale projects at recommended levels below some requests.
Council members asked staff to return recommended allocations in the upcoming budget adjustments and to circulate a proposed standardized financial reporting template to arts applicants next year to improve comparability. The presentation closed with the Mayor thanking the committee for its work and with staff noting the recommendations will be incorporated into final PARC allocations.
