County staff briefed the board on Jan. 6 that, during preconstruction meetings for Fire Station Number 14 on Roanoke Road, value‑engineering and schedule reviews showed it is more cost‑effective to add a third apparatus bay now rather than later. Staff recommended a construction change order for the third bay at an estimated cost of $329,000 and the board approved the recommendation.
"Staff recommendation now is to go ahead during construction and add the 3rd bay, which is $329,000 and to go ahead and do that while we're building upfront instead of waiting to a later date," staff (Jay) told the board. Commissioners asked whether the extra work would delay construction; staff said it would not and noted deed recordings and other preconstruction work are complete.
Commissioners and staff discussed funding: the addition is expected to be a change order on the original purchase order and, per staff and one commissioner comment, the additional cost would be split as the original contract contemplated. After discussion, a motion to approve construction of the third apparatus bay for Fire Station 14 was made and carried by voice vote.
Next steps: staff indicated clearing and grading equipment would be on site imminently and that the construction team would incorporate the third bay into the initial work. The county will process the change order and finalize funding arrangements consistent with the original contract terms.
This action amends the station contract to include the third bay; the board did not attach additional conditions in the public record.
