Engineer Dennis Reep reviewed HDR’s investigation into drainage complaint DC26-001. HDR conducted three site visits (March 9, March 15 and March 19, 2026), reviewed NAIP imagery from 2019–2024 and high-resolution aerial photos provided by the Ward County Highway Department (2025). HDR reported finding no evidence of artificial drainage or obstruction of a watercourse. After discussion, Jason Zimmerman moved and Roger Kluck seconded a motion to dismiss the complaint without action; the motion passed 5-0.
