St. James Parish Council adopts a slate of resolutions including funding, contracts and equipment donations

The St. James Parish Council on May 20 adopted a series of resolutions (26-104 through 26-114) covering equipment donations, contract approvals, grant applications and budget disbursements. The council recorded unanimous roll-call votes on the measures.
Key adopted items included a resolution designating May 2026 as Motorcycle Safety Awareness Month (26-104); approval of disbursements to pay pending and current invoices (26-105); authorization to call a special election for District V Recreation to consider debt and a special tax (26-106); preliminary approval of up to $10,000,000 in disaster recovery revenue bonds (26-107); and authorization to accept a bid and execute a contract with CAT-5 Energy Services, LLC for the Rosary Street utility relocations project (26-110). The council also approved donation of surplus portable and mobile radios to Labadieville Volunteer Fire Department (26-108) and donation of gas detection meters to the St. James Parish Sheriff’s Office (26-109).
Several grant- and contract-related resolutions were approved: the parish will apply for a Federal Port Infrastructure Development Program (PIDP) grant on behalf of Louisiana Sugar Refining LLC (26-111); the council accepted work performed by Pintail Contracting Services, LLC for Convent Water Plant upgrades (26-112); and approved a professional services contract with Desire Line, LLC for CDBG-related program management services (26-113). The council also authorized the Parish President to sign the FY2027 Section 5339 Public Transportation Capital Assistance agreement with DOTD (26-114).
All listed resolutions were recorded as adopted by roll-call votes with all seven council members voting in favor where the transcript records a roll call. The meeting also included approval of minutes from May 6, 2026, and acceptance of the Finance Department's February 2026 Statement of Revenues and Expenditures before moving on to other business.
