Committee adopts amendment to Winchester charter utilities language and advances bill

Representative Rudder described an amendment (drafting code 014373) to House Bill 2643 that would remove language permitting any surplus at the end of the fiscal year to be deposited into the city of Winchester's general fund; she read the struck language to the committee. "It simply says any surplus remaining at the end of each physical year after payment and satisfaction of above payments and withholding of proper reserves as set forth herein may be paid and deposited into the general fund of the city of Winchester," she said, noting that language was being removed.
The committee voted to adopt the amendment (the chair called for ayes and the ayes carried), then considered the amended bill which clarifies utilities language in Winchester's 1953 charter. The clerk reported 11 ayes on the final vote; the bill moved on to State and Local Government.
