The commissioners approved Supplemental Agreement No. 4 to the Department of the Army lease (DACW31-1-92-094) covering Kirwanville/Kirwan's Belt Lake. A county solicitor explained that, over the course of the lease (originally executed in 1992 and extended through 2030), various supplements have been adopted to accommodate changing uses. The current addendum explicitly addresses previously prohibited uses by allowing certain small games of chance (for example, raffles) and permitting some alcohol service at celebration events with prior Army approval, while retaining other restrictions tied to the Army lease.
The solicitor described the location as primarily a flood-control structure managed through the Army Corps of Engineers and said the supplemental agreement updates permitted activities rather than changing fundamental management. The board moved, seconded, and approved the supplemental agreement by voice vote.
