Representative Pearson pressed the committee on the narrow local vote approving the changes, noting the local resolution passed 4–3 and expressing concern that the mayor, though appointing the town administrator, would have limited authority over that appointee. Pearson said it was "deeply concerning" for an elected official to be reduced to a figurehead when accountability to citizens is at stake. The committee called the previous question and, after voting, the clerk recorded 11 ayes and 1 no; the bill was sent to State and Local Government.
