Planning staff reviewed exhibit changes: restoring a fee for failure to obtain a building or moving permit, adding a Connex placement permit, creating a reduced replacement fee for HVAC/mechanical replacements, adding a $1,000 legal‑agreement fee for developer agreements per the county attorney's recommendation, and clarifying GIS and technology fees and fire‑district impact fees. Several elected officials and department heads raised procedural concerns about circulation and clarity. Assessor Jessica Roach told the board she had submitted questions and not received timely responses and warned some entries were vague; she also asked whether the $200 appeal fee could be misinterpreted by the public as a charge for valuation appeals. “I feel like these fees were pushed through very quickly without the last... I saw this was March 10. I had emailed back with several questions and never got a response back,” the assessor said.
Commissioners discussed whether minor edits would require republication; the county attorney noted major changes would require re‑publication. A motion to table the resolution until the April 6 meeting passed by roll call so staff can share a final, consolidated copy with the board and affected officials for review.
