Coyote Ridge, Soaring Hawk plans advance; board shown $4 million proposal for Coyote Ridge phase 1

"So, we have 4,000,000 in there for that... that should cover final design and engineering and construction for phase 1," the staff member said, adding staff anticipates issuing an RFP, conducting interviews and possibly beginning construction in late 2025 depending on procurement timelines.
Staff noted HCM — the consultant who previously worked on the project — has informed staff it intends to bid on the RFP; staff said they will maintain neutrality in procurement and involve a subcommittee and possibly a council member in interviews. The board discussed scope, the potential need for additional engineering and the sequencing of early‑action work versus larger capital construction.
