The City of Castle Pines planning commission voted to adopt Resolution 24-01, which updates the commission’s bylaws and rules of procedure. City Clerk Toby Duffy walked commissioners through several edits that bring the bylaws into conformance with the municipal code, clarify officer roles when the chair is absent, change the adopted date, and allow a special counsel to attend executive sessions when needed.
Duffy told the commission the most substantive procedural change replaces Rosenberg’s Rules of Order with Robert’s Rules of Order to align with the city council. "We have always operated under our rituals of order," Duffy said, and staff recommend adopting language that mirrors the council’s parliamentary procedure. Assistant City Attorney Joshua Myers told the commission that "failure to strictly adhere to the Robert rules of order will not invalidate any of your decisions or your votes," emphasizing the change is intended to standardize practice rather than create new legal pitfalls. The commission moved, debated minor clarifications and approved the resolution.
