Vice Chairman Bricken (speaker 7) presented House Bill 26-63 as a private act from Tullahoma that would embed a budget restriction in the charter requiring at least 3.8% of the city's operating budget be allocated to roads within the city, with a $1,500,000 annual floor.
"What they have is a charter change that will embed in their charter a budget restriction that will allocate 3.8% of their operating budget to roads within the city and no less than $1,500,000," Bricken said, explaining the measure is intended to preserve road funding during tight budget years. Representative Hemmer (speaker 8) asked why a fixed percentage would be set in a charter; Bricken said the percentage was based on the most recent budget and that the city adopted a board resolution supporting the approach.
The committee voted to advance House Bill 26-63; the clerk recorded 11 ayes and 0 nos.
