Dupont board pursues OCRA sewage grant; will mail income survey and plan rate study

The Dupont Town Board on April 7 voted to pursue a grant from the Indiana Office of Community and Rural Affairs to fund improvements to the town's sewage utilities and laid out next steps including an income survey and a later rate study.
Patty Jackson and Mary McCarty of SIRPC attended the meeting to discuss the grant application and the household income survey that OCRA requires for some projects. "The income study will be mailed to the Dupont residents that are on sewage," said Patty Jackson, who the board identified to facilitate the survey. President Jon Adams signed the request letter to begin the application process.
Board members and SIRPC staff noted the town’s current sewage rates are very low and flagged that low local rates could weaken the town’s OCRA application. The board agreed it would wait for the income‑survey results before commissioning a formal rate study. The consulting firm Sherman, Barber & Mulliken, represented in the discussion by Tracy Wyne, was mentioned as a potential contractor to perform the rate study when the board is ready.
No formal grant award was announced at the meeting; the board’s actions were limited to signing the request letter and authorizing the income survey process. The board did not set a firm timeline for the rate study but tied next steps to the completion and analysis of the income survey.
