City staff presented updated financing scenarios for a multi‑station wastewater lift‑station project that has expanded since earlier estimates.
At the work session staff said the project no longer resembles the prior $650,000 plan and that updated schedules show significantly higher levy and debt‑service impacts. "So I I ran some more numbers for you guys," the staff member said, summarizing a review of 15‑ and 20‑year debt schedules. Staff emphasized that a 15‑year schedule would be the worst‑case levy pressure and noted a projected principal payment near $95,000 in the highest‑year scenario.
Council members asked whether that higher payment was driven by inflation and term length; staff and the agency representative clarified that water bond revenues are restricted to water projects and that wastewater levies must fund wastewater debt. The session also noted the project appears roughly $450,000 larger than earlier estimates because of additional work at the Drake lift station. "We're basically another $450,000 on top of what we originally thought because of the one lift station that is not a lift station, the Drake," the staff member said.
The staff presentation repeatedly framed the choice as a trade‑off: shorter terms mean higher annual principal payments but lower total interest; longer terms reduce year‑to‑year levy pressure but raise lifetime costs.
