An amendment to on‑call engineering services with HR Green Pacific (identified in the agenda as a 0.333 amendment to the consultant services agreement) passed 5–0 after a public speaker raised questions about smart‑city technology and microtrenching. Council also accepted a $10,000 unrestricted Carnegie grant for library renovation work and approved the recommended budget adjustment. Votes on the pulled items were unanimous; council members said departments will continue to provide information when requested.
Clerk records show the consent bulk motion and the separate votes were recorded as 5–0; staff reiterated that items with public interest can be pulled for discussion and that routine contract and grant approvals will continue through established processes.
