The Escondido City Council approved the bulk consent calendar (items 1–11, 14–16, 18 and 19) and separately moved to approve items pulled by the public. The council unanimously approved the Grand Avenue Vision Phase 3 budget adjustment, which staff said relies on a $2,000,000 SANDAG grant plus roughly $2,200,000 in local matching funds to advance the project.
An amendment to on‑call engineering services with HR Green Pacific (identified in the agenda as a 0.333 amendment to the consultant services agreement) passed 5–0 after a public speaker raised questions about smart‑city technology and microtrenching. Council also accepted a $10,000 unrestricted Carnegie grant for library renovation work and approved the recommended budget adjustment. Votes on the pulled items were unanimous; council members said departments will continue to provide information when requested.
