Council adopts redistricting ordinance to rebalance city districts after growth in District 3

Community development director Donna Ferguson presented the second reading of Ordinance 24‑05, which redraws the city's three council districts in response to population shifts. Ferguson said District 3 experienced significant development activity and a population increase, while Districts 1 and 2 had modest decreases; staff used census and parcel data, average household size adjustments and community‑of‑interest criteria to produce proposed boundaries.
Council members asked about household‑size calculations, precinct splits and when the next redistricting might be required; staff said the proposed plan reduces imbalance (within the usual 10% guideline) and that, based on current growth projections, redistricting may be revisited in about two years. The council moved and adopted the ordinance on second reading.
