Board declines second COBRA option for spouses, waives second reading of revitalization ordinance and authorizes audit engagement

The board reviewed retiree continuation options under Iowa Code §509A.13 and voted not to offer spouses and dependents a second opportunity to take COBRA coverage through county plans once the pre-65 early retiree goes on Medicare. The county auditor was directed to update Section 5.3 of the employee handbook to reflect that decision.
Separately, the board waived the second reading and acknowledged approval of Van Buren County Ordinance #2023-3, Amendment 1 (designating a revitalization area and adding a revitalization plan); no public comments were received. The board also discussed whether to certify an additional levy amount for the General Basic Fund under Iowa Code §331.425 but took no action. Finally, the board authorized the chairman and county auditor to sign an engagement letter with Anderson, Larkin & Co., P.C., Ottumwa, for the FY2025 county audit at a cost not to exceed $25,000, with an additional $2,500 if a Single Audit is required.
