Rowell said that when he ran for county commissioner residents raised questions about road funds and that he had worked to improve "transparency and accountability with road funds." He noted the district was formed through a ballot measure that passed and that the Road Advisory Committee and many citizens want the district to remain.
"Given this, I will not vote to dissolve the Grant County Road Service District," Rowell said, concluding his prepared remarks. His statement was the formal record of dissent in the 2–1 vote that followed later in the meeting.
