On April 3, 2026, the Carmel Valley Recreation and Park District Board of Directors discussed a proposal to install a bicycle pump track and a skateboard half pipe at the district park in Carmel Valley Village. President Alex Gray opened the item and told attendees that “those wanting to speak will each have the opportunity, see list,” before reading an executive summary submitted by two proponents.
The executive summary, attributed to Rochelle Winsted (aka Rochelle Baker) and Rodney Rodriquez and read aloud by Gray, described the project as providing safe recreation for youth, families and residents and said it would be fully funded by donations with liability coverage in place naming the county as an additional insured. The summary described the design as beginner-friendly with no aerial features and said maintenance would be coordinated by a nonprofit organization.
Board members did not take a vote at the special meeting. Instead, they said they would review public comments and documentation related to the proposal before any decision. The meeting minutes record that the board planned to make the district’s current Park Use Permit available by email to interested parties and post it on the district website.
