County applies for 100% TSIP grant to acquire portable traffic signals

Woodbury County will pursue an Iowa DOT Traffic Safety Improvement Program (TSIP) grant to obtain portable temporary traffic signals, county staff told the board.
Secondary Roads Engineer Laura Severs said the TSIP program favors projects with regional significance and recommended Woodbury County work with Plymouth County to apply jointly. “The grant is actually 100%. You would receive the signals for free. You'd have to buy them, and then, we would get reimbursed from the state if we receive the grant,” Severs said, explaining the reimbursement approach. The board approved the TSIP application resolution by voice vote, 5-0.
Severs said the portable signals will reduce the need for flaggers during routine patching and bridge-end work and noted other Iowa counties have used the devices successfully. Staff will proceed with the joint application and, if awarded, follow state reimbursement procedures.
