Planning commission opens multipart review of Chapter 15: green space, basins, signage and more

The Fairway Planning Commission opened a multipart review of Chapter 15 of the municipal code to address recurring issues staff sees in applications. Chair framed the review as an opportunity to identify code language that creates repeated exceptions and asked whether staff should pursue revisions; commissioners agreed staff should research proposed clarifications and return with draft language. Basil said the intent is to "step through these and understand, do we think that staff should allocate resources to go back and do some more due diligence on these to research and maybe come up with some revisions to the language?"

Topics the commission asked staff to research include allowed fence locations on corner lots, clearer definitions of "green space" (what must support vegetation vs. permeable surfaces), rules for temporary and window signage (including short-term pop-ups), enforcement and certification for retention/infiltration basins, whether roof-mounted solar reviews can be handled administratively, and possible limits on raising foundation finished-floor elevations to prevent neighbor drainage impacts. Staff will compile examples from nearby cities and return with proposed draft language for public hearing and council referral.
