Planning commission split on Woodland; council told multifamily fee drives rejection

Councilors pressed staff on why the planning commission did not recommend Woodland's capital facilities plan. Oliver Ojiako told the council a planning commission member questioned whether any multifamily construction would occur in the county portion of Woodland given the district's proposed multifamily fee of $13,664.57, and that concern helped drive the 3‑to‑4 vote against recommending Woodland.
"I think the discussion...centered on the fact that he doesn't believe that there will be any apartment construction in Woodland given this fee," Oliver said. Staff clarified that Clark County's adoption of a fee would apply only to activity within the county portion of the Woodland School District; multifamily zoning is primarily inside the city, not on the county side, so the proposed multifamily fee likely would not be assessed in most of the county area.
Councilors raised equity and housing‑supply concerns about setting very high multifamily fees in places with little multifamily zoning. Staff and Leanne Bremer (district representative) said the mathematics come from student‑generation rates and local infrastructure costs and offered to provide mapping and further detail before the hearing so councilors can see where fees would actually apply.
