Jay County commissioners heard a detailed review of 2025 health-insurance renewal options from OneDigital, brokers, and TPAs. Jessica Clayton of OneDigital said a fully insured PHP renewal could come in at roughly an 8% increase with an estimated annual cost of $1,536,131.28 after a refund agreement; alternate fully insured quotes included Anthem at about 4% and a higher UnitedHealthcare quote at 19%. Clayton said the county's current claims run at about 102% and are now trending to 116%.
Bixler Insurance and Unified Group Services proposed a partially self-funded plan with an estimated annual cost near $1.5 million and a stop-loss structure; Forrest Williamson said the Encore combined network would cover local hospital systems including IU Health and Parkview. USI Insurance indicated it would submit a competing proposal. Commissioners took the proposals under advisement and asked staff to review formal quotes and stop-loss details before making a final decision.
No formal procurement action was taken at the Oct. 28 meeting; staff will return with final numbers and plan design trade-offs for commissioner consideration.
