Assembly funds NextGen 911 upgrades and orders independent technical review

The committee requires quarterly progress reports on modernization work and has contracted for an independent technical evaluation with a preliminary report due in December and a final report in the following year.
Orozco said the package also includes funding for an audit by the state auditor to review prior work. Members emphasized implementation and procurement risks and suggested the Legislature consider centralized procurement expertise to reduce contract failures and hold vendors accountable.
Assemblymember Bennett and others flagged the state's historic procurement problems and urged better contract design and oversight for complex technology rollouts. Committee staff described the combination of funding, independent technical review and auditing as a way to manage implementation risk.
