WinnFIELD, La. — The Winn Parish Police Jury on July 21 approved invoices across key funds totaling $701,512.31 and adopted two resolutions to help the Village of Sikes and the Winn Parish School Board with roadside and driveway repairs.
The Jury voted to approve invoices listed by fund: General Fund $105,145.45; Road Fund $96,145.11; Health Unit $17,812.63; Sales Tax $203,502.57; Library $39,554.21; Library Weekly $26,157.94; and Weekly Invoices $213,194.40, for a grand total of $701,512.31. The approval motion, made by Deionne Carpenter, passed 6 yeas, 0 nays, 0 absent, 1 abstained. Karen Tyler, secretary/treasurer, provided a budget-to-actual comparison and noted the General Fund shows a negative balance because some ARPA and grant-funded items were not included in the original budget and will be amended or are expected to be received.
The Jury also passed two separate assistance resolutions. Juror Kyle Potts moved — and Juror Author Robinson seconded — a resolution authorizing the Jury to assist the Village of Sikes by bush hogging with a side boom on Caney Street and Second Street; the motion carried 6-0 with one abstention (Resolution #012 of 2025). Separately, Juror Stanley Garrett moved — and Juror Darrell Franks seconded — a resolution to help the Winn Parish School Board with asphalt repairs at the driveway entrance to Winnfield Middle School; that motion also passed 6-0 with one abstention (Resolution #013 of 2025).
President Frank McLaren presided. The Jury was unanimous in passing the two assistance measures with the single abstention noted on both votes. The meeting record shows the Jury will amend budget records or await expected grant/ARPA receipts to resolve the General Fund shortfall.
