Commissioners adopt amended FY2026–27 budget, carry over project funds

The Alamogordo City Commission voted 5–0 on July 30 to adopt Resolution 2026-29, amending the preliminary FY26–27 budget to reflect year-end cash balances and to adopt the final FY27 budget.
Finance Manager Evelyn Huff described the amendment as an extension of the quarterly report and said the city converted year-end balances into beginning cash balances for FY27. "The other large ones is our project fund carryovers, so we're bringing over all the revenue and expenditures that were not realized during our projects during FY '26," Huff said, citing Fund 24 as having a significant revenue carryover tied to state payments that are only now being received.
Huff also told commissioners the city has reduced purchase order carryovers significantly in recent years and is carrying over only still-open purchase orders; she said the state fire fund requires carrying unencumbered balances. Additional adjustments included travel, controllable property and vehicle leases. After the presentation, a motion to approve the amended budget passed unanimously.
The resolution amends the preliminary budget for FY27 to include carryovers and corrections and directs staff to implement the adopted FY27 budget as amended.
