Takoma Park receives annual status update on Reimagining Public Safety task force

Deputy City Manager Abdi presented the annual status update on the Reimagining Public Safety Task Force, telling the council the city has implemented 13 of the task force’s 50 recommendations and categorized the rest across implementation, institutionalization, closure, or external action. "There are currently only 2 items that still require council action," Abdi said, identifying the creation of a permanent public-safety community standing committee and additional staffing for the Housing and Community Development (HCD) department, including a social worker.

Council members pressed staff for more concrete timelines and a clearer account of what the city is actively doing. Mayor Searcy asked for examples of what staff had explored on items such as establishing a 24-hour line and nonarmed response, saying she wanted future reports to "highlight what it is that we have explored, what are some ways in which the city could perhaps figure out a way to redirect" residents to existing services. Abdi said the city had provided a triage protocol in March 2026 and sent a draft MOU on the mental-health pilot to Montgomery County; if returned, the MOU would be retroactive to July 1 and continue county clinician coverage.

Council members flagged two near-term priorities: clarifying dispatch triage and whether the city can or should maintain a 24/7 nonemergency response, and considering whether the city should create a standing civilian oversight or community committee to monitor implementation. "I think it's past time to move forward without any more delay on adopting the task force number 1 recommendation," said Ferd Hefner during public comment, urging a permanent community safety committee. Staff said they will return with status updates and draft resolutions to place outstanding recommendations into appropriate implementation pathways.
