Councilmember Maria Nunez reported on the California Joint Powers Insurance Authority (CAJPIA) annual meeting held July 22, 2026. She told the council the joint powers authority remains in a strong financial position, that the board adopted a two‑year budget for fiscal years 2026‑27 and 2027‑28, and that the authority plans to push advocacy on three policy goals: establishing proportionate liability for economic damages against public entities, pursuing tort cap legislation, and strengthening design immunity for approved public infrastructure.
"We received a very comprehensive report from the CEO," Nunez said, and the CAJPIA will center much of its advocacy on those liability issues over the next two years. Separately, councilmembers congratulated Lindsay Smith (identified in the meeting as president of the San Diego Fire Safe Council) for receiving a San Diego Regional Fire Foundation grant to support fire‑safe zones along the city's southwest perimeter.
The mayor closed the meeting and reminded attendees that the State of the City address is scheduled for the following day, starting at 5:00 p.m. at the senior activity center; the meeting was adjourned with no further council business on the record.
