Sen. Padilla pitches wildfire insurance reforms to speed claims, insurers go neutral after talks

The bill would require insurers to create disaster response plans, improve replacement-cost estimates, mandate offers of extended replacement cost and additional living expenses, and double penalties for violations during declared emergencies.
"Wildfire survivors continue to report ongoing problems with accessing their insurance benefits with delays, denials and miscommunications from insurance companies," Josephine Figueroa of the Department of Insurance told the committee on behalf of Insurance Commissioner Ricardo Lara, who sponsored the measure. She said the bill is designed to break the cycle of delayed claims handling and improve community recovery.
Sen. Padilla and the Department said stakeholder negotiations addressed several concerns and that insurers had withdrawn opposition and moved to neutral after amendments. Consumer advocates and watchdog groups testified in support, while insurance industry representatives said they were neutral going forward but would continue discussions on refinements.
The author asked for committee support; the committee thanked stakeholders and indicated the bill will proceed to appropriations.
