The county auditor asked the board to approve a budget adjustment that moves $3,000,000 from the general fund to the capital improvement (CIP) fund to align the budget with auditors' reporting. Auditor staff explained that prior audits implicitly reallocated those cash balances and that the current accounting system requires a formal appropriation.
"This is a budget adjustment moving $3,000,000 from the general fund to the CIP fund," the auditor said while explaining the transaction appears in audits and budget spreadsheets and "you already have this accounted for in all of your budgets and in all of your audits." The board discussed transparency and how the change will be reported in future financial statements.
A motion to approve the audit adjustment was moved and seconded and passed by roll call; board members asked staff to consider how earmarked fund-balance items will appear when more funds are recorded in the CIP fund going forward.
