County staff said the draft ordinance prohibits refuse-collection operations within 100 feet of a residence between 10 PM and 7 AM and gave the example that a deputy could cite a truck driver if the vehicle was within that buffer and causing noise. Supervisors asked the public to report ongoing problems and directed staff to follow up with the contractor and the school before seeking ordinance changes specific to school operations.
