County staff presented a draft water-code ordinance that would formally designate the county as an exclusive service district for the water authority, excluding the town of Urbanna and existing private providers. Miss Lewis described the ordinance as a final paperwork step in a multi-stage process that also requires a comprehensive-plan amendment.
"What we are asking for is that you please send it to public hearing at your May meeting," Miss Lewis told the board. She said the board had worked with the water authority, notified the town manager and that the planning commission will consider the comprehensive-plan amendment in mid-April.
A motion to advertise the ordinance for a May public hearing was moved and seconded; the board approved by roll call with all members voting in favor. Staff and the county administrator said they will coordinate notice requirements and next steps with district offices and the water authority.
