Jason Cowan of Cowan Services told the Board the countywide real estate reassessment is underway with approximately 75% of properties visited for assessment. He said a temporary data-entry pause is due to an assessment-software upgrade expected in the next couple of weeks and that the pause will not affect the overall project timeline.
Cowan described his cost-based approach and said initial ratio studies indicate typical residential properties may see assessed-value increases in the range of about 25–40 percent compared with prior assessments, with actual changes varying by size, age, quality, waterfront status and outbuildings. He also cited market indicators showing median sale prices rising from $338,000 in 2024 to $373,000 in 2026.
