Christy Batterson, director of Housing & Community Resources, presented Edmond's Community Development Block Grant (CDBG) FY2026 annual action plan and fielded council questions about the city's carry-forward funds and program priorities.
Batterson said the city received an allocation of $467,780 for federal fiscal year 2026, approximately $35,000 less than the previous year, and described HUD's income and area rules that identify qualifying census tracts. She emphasized that housing rehabilitation is the program's top return-on-investment activity and that the annual plan focuses on prevention of homelessness and benefit for low- and moderate-income individuals. "For a family of four, you have to make below that $77,850 to qualify for any of our services," Batterson explained when summarizing income limits.
Batterson said the city will use roughly $100,000 from previous-year funds to maintain current service levels while staff continues to balance allocations among rehabilitation, public services and administration. Councilmembers asked about the rollover and whether it is unusual; Batterson described it as a typical reserve mechanism and said the citizen participation committee (CPC) prioritized rehabilitation for maximal impact. Council approved the annual action plan by unanimous vote and staff said they will return with implementation details and a November status update.
